MIS says "the boss is bback in charge" - I say, really?

i just perused this story on the MIS website and whilst on the surface the premise may appear accurate i am not convinced it is correct.

the boss is well served by identifying the very best talent available and nurturing this within the organisation. i cannot see how a glut of resumes suddenly changes this. if anything the bosses job just got a whole lot harder. finding the right talent has gone from using advanced sourcing techniques to using advanced filtering techniques. but the talent is still not that easy to find. the best are still not even looking for another position. so another layer of complexity is added to the process.

does this necessarily put the boss in charge - i don't think so.
